Is it possible to have two villagers moving in at once?

I just got Tom to agree to move to my town. He hasn't set up a plot or anything yet because I'm unable to TT at the moment. But someone also offered me Katt. Would I be able to try and get her to move in, too? Or will the game not allow that/take Tom from me?

From what I heard, if you convinced Katt to come now and Tom still doesn't have a plot, Katt would overwrite Tom and Tom would never come.

If he did have a plot, and you had 9 or less villagers including Tom, then yes. Since he's already moving in, nothing can stop that once he has a plot down.
