im at 10, but a friend wants to boot a villager that i really wanted, and i got my current 10th villager because i couldnt get the one my friend wants to boot,,
is it 100% impossible to get your newest villager to move?

It’s not impossible but most people find that it’s a rare occurance. You will probably have to time travel a lot. Make sure you talk to them every day and befriend them. I found that Villagers tend to move out after you gain a certain friendship level with them.

I can say for sure that if it is possible, it's incredibly difficult. I remember having Rocket as the most recent resident in a town and desperately wanting her to leave. She was there for a good few months and it was only after I caved and let someone else move out and had another villager replace them that she finally decided to leave.
In agreement with the rest. It is possible. It just takes a while. Advice: raise your friendship level up as high as you can get it with this tenth villager. I find that encourages them to ping faster. This happened to me in a town in which I was trying to get Ankha boxed up to give to someone since I already had her in another town. She would not ping no matter what I did and she was my tenth move in. Someone here suggested I get working hard to raise my friendship level with her. So I did. I sent letter, visited, ran errands, everything I could think of to raise the level. And lo and behold, in about five days, she finally pinged to move. Good luck!
This is not true. Villagers moving is completely random. I've had villagers move in and literally a few days later, they wanted to move and I've only spoke with them maybe once or twice.
