I had Rodney tell me he was moving out about two days ago. I was just talking to him and he said he should start packing, I said "Good Luck" and then he was like Oh I was just testing you, I need to stay in this town a little bit longer o.o I just got a perfect town today also. So does that mean he's staying? It wasn't super clear...

I don't mind, I actually was going to tell him to stay since he just gave me medicine for my face o3o But someone was wanting him from me.

Yeah, he's staying. But if you reset, he'll talk to you again and ask you to move again. But only do that if you still want to give him away. Otherwise, you can just save if you haven't already.
