Inviting villagers through cards... anyone else bothered by this?

I love visiting villagers and talking to them about random stuff, but when you invite a villager into another villagers house using a card they just stand and wave at you when you try to talk to them

Don't know why it works that way, but it does. The main point of inviting villagers with cards is so you can set up a scene and take pictures.
