Inviting villagers early game?

I just had a quick question- am I able to invite villagers from other towns as one of the first 10 plots built? As in the last 5 plots you place a little bit later

Yes. My Pietro is from my husband's island and he was my eighth villiager.

Yes you can! You just can't adopt within the first 5 -- I tried it before and it rejected me ;w;
