I found Pete and Phyllis’ amiibos today and when i scanned them, to my surprise, it actually read them, and it let me call them, except it said “...Looks like you can’t talk to Pete right now.” Could we be getting missing characters!!? Or is it just the functionality that scans the amiibos scans all of them?

I believe this also applies to Harriet, Katrina, Booker, Copper, and other special NPCs that are yet to return.

I could call both, but it would just tell me “... Looks like (insert name) isn’t available right now.”

That's what happens when thecharacter doesn't have an ingame model. If you scan NPCs that are/can be on your island, like Tom Nook or Leif, they'll tell you that they can't come to your campsite.

Photopia will also tell you the character is not availabe.
