I put on a GIF and saved and stuff, but it's not animating.

You need to upload it at size limit or less. (100x100 normally, 150x100 if you have width extension) Aka, you need to resize it yourself to fit the limit for the animation to work. The forum resizer will break the animation.

And seriously, post this stuff in Ask the Staff... Gallows already told you about that.
