I loaded today, mind you with 9 villagers, and I see a plot smack dab in the middle of my orchard. Caroline has moved in. And I finally got my count down from 10 too ...

Have you had move ins that you never expected?
 
The move-in you got wasn't from talking to villagers. The player's town that you visited had a villager that recently moved out, and you got Caroline from the void. If you WiFi with anyone who has recently voided a villager, you run the risk of getting them from the void =/ It's a curse and a blessing, really.

Just like to add it doesn't even have to be recent nor does it have to be going to your town... The villager I got that crushed my garden early on in the game was from a friend visiting and it was a villager that had moved from their town weeks earlier--not just that, but they moved 2 people since. And I had never even been to her town so...

In general, if you have a space and don't want anyone moving in, you should turn StreetPass off/your wireless switch off and not let anyone move in or out until you have that spot taken or no longer care. Or have things positioned like that one Dream Village where nobody can move in.

Or quickly move someone in as it should overwrite the random person moving in and then you have control over it if you have less than 4 characters.

I'm usually more careful when I have around 8, just wasn't expecting it when I was full just a day ago T___T

You dont have to talk to them to get their voided villagers. Sometimes they just move in. Heck, you don't even have to visit their towns as you sometimes get villagers via Streetpass
 
Just keep in mind they can move anywhere as long as they are two spaces away from a Public Work or facility/other house @-@ So even if you place a lamp/bench, it may not save it.
