This is all speculation, of course, but...
Given how some special NPCs could've been found in the HHP DLC (Joan, Nat, DJ K.K.), it makes sense that they'd implement something similar. I don't think you'll get something significant out of these NPCs encounters (like Label, Leaf, etc) -- they might just be cute interactions you have with them. I also think this will be the case because Nintendo purposefully showed Label as the "special NPC" example for the hotel. I feel like they may be hiding a new re-designed NPC.
My guess would be Gracie -- since it's the most obvious choice for an NPC visiting/staying at a Hotel Resort! But even then, maybe these NPCs will rotate according to the season (which would be neat). Additionally, I think the lobby of the hotel is quite big and there's definitely space for them to just stand next to the mannequins or even by the front desk.
