Just give it away to someone. It’s not out of the ordinary to receive more than one picture. For example, you might want one inside your house and on display outside of their house. I know this is for New Leaf, meaning you can’t put items outside, but it’s still a thing. If anything, you could just sell it to Nook.
Re-tail buys villager pics for 10 bells each if I recall correctly, but outside that there's no much else you can do with it. Some people like to collect villagers pictures, so maybe you can ask around if anyone wants it.
