If you go to someone else's town, can you make Pro Designs?

I had a really good idea for a pro design that I wanted to make but my shop is closed. If I went to someone else's town, and their shop was open, could I make a pro design there or am I going to have to wait until morning?

No, you can't, since you cannot edit designs when you are online.

I usually just set my time back a few hours so the shops will be open if I don't feel like waiting.
