Maybe a shop that sold licenses, for a new currency, like a licence called "Home Invader" that would allow you to decorate the villagers houses with whatever you had?
That is an awesome idea. There are only so many great pieces you can use in your own characters' homes, so it would be fun to have a place for other designs. I find decorating villager homes in HHD really relaxing and a feature like this in ACNL would be fun.

Hmmm... It'd be cool if we had an official hat store run by Labelle or someone new. We'd have a bigger selection of hats and wigs and little accessories too.

one where you could purchase big changes to the landscape of your town (without hacks woohoo) would be a really neat store, i think. it could be things like, changing the water line or adding a pond or moving a rock, even if you couldn't delete them, etc. public greenworks projects

I'd like a restaurant where you can either invite a villager to have a meal with you, eat with a villager if he/she is eating alone, or listen in on convos villagers are having while they're eating together. It would be a similar concept to the cafe. Maybe even utilize that table and chair setup in the cafe that's waited on by a new NPC? The menu would have the food items currently available as house decorations in the game (sushi, pasta, kiddie meal, omelette, donburi, ice cream, etc.).

A toy store. They could use the toys New Leaf already has and add lots of new ones. Like......
A boy dolly to match the girl.
Toy cars, and trucks.The boxed one is ok. I just wish we could open it. Lol.
Stuffed animals. We have bears already, but bunnies, cats, dogs, etc would be so cute.
Board games. Monopoly, Candy Land, Chutes and Ladders.etc.

Hm, maybe a sports equipment store that sells balls (like the GameCube version had) and other sports-related stuff that you could use with your villagers. It would also be cool if they brought back the Sports Fair along with it!

A gun store. That would make the little buggers think twice before pestering you all the time. One large caliber between the horns....sorry, just fantasizing again...maybe.

OH! And make those board games interactive! That'd be sweet. (Kind of like the Wii and 3DS that was updated into New Leaf.) Somehow making that multi-player would be neat for meet-ups, or even just against other villagers.
Ooorr the new store could be like a general game shop, playing off of your idea still. And there are certain tournament game nights between villagers and players. You could invite people from other towns or just play against villagers. And the toys could be included in the store on normal days.
Everyone's ideas are so nice.

A spin off shop devoted entirely to carpet & wallpaper., sort of like how label's shop spun off from the sisters and how leif spun off for plants.
It would sell wallpaper, carpet and most importantly rugs. I know they didn't add them to the update, but HHD's rugs are a pretty big game changer so far as design is concerned. And if you sell rugs, no reason not to sell the rest. Maybe offer a friendship service to allow for "Pro" wallpaper/carpet designs since right now thats kind of hard.
Maybe make the shop keeper a relative of Saharah so you can get some cute dialog about how they know each other. Maybe a little sibling or something? If they keep it solely to rugs (& the pro design) they could maybe tie it to Saharah visits as an unlock condition.
