If CJ or Flick is on a friend's island can you have a model commissioned?

I've one had them on my island three times each since the game came out. I have a ton of fish and bugs to turn in namely the sharks, coelacanth and butterflies.

Can you get a model made if they are on another island?

You can't unfortunately. Only another player on your own island can commission something from them.
