So I was thinking about this last night! You'd be able to use it for villagers camping NOT IN BOXES.
You: *talks to villager and chooses move to my town*
Villager: You want me to move to your town? You're town seems full. But I'll move in when someone leaves!
So basically when a villager leaves your town that villager will start building their house. The reason you wouldn't be able to do this for villagers in boxes is because someone could come and get the villager before you or something. And you'd only be able to do this camp thing once or else other villagers will just say no.
