I think I broke my game somehow

No one is moving out.
I have had my town for many months (in game TTing), have 10 villagers, and have made many cycling towns before
I have tried and tried,,no one is ever sick of talking to me..(they never do the thought bubble thing)
I have TTed in years, months, 2 by 2, 3 by 3, 4 by 4 and more rencenly 5 by 5, just to try to break this bug
Is this a bug with my cartridge,..or just the save file?
I can't recall anything ever happening to my data, 3ds, or game card.
I have been a cycler in the past..I have talked to everyone in my town.i even have 1 PWP built.
Someone please tell me what's going on..I can't have giltched town..my town is perfect..
I was fine with losing one dreamie to fix this bug..I could always have them held in my brothers town while I 16 cycled...
Or even just 16 cycle to get a new version of that villager if I lost the origonal
Now I doubt that is going to happen..Someone please help..I..I don't want to reset again

Also, if I can't get this fixed today, I might as well reset today...
But this time, I won't have anyone to hold my villagers, because that's the reason why I may have to reset
Or my items
Or my millions of bells...

At least it's not the worst bug. My friend has a problem whenever he goes to a town, or opens their gate, Mr Resseti would pop up, as if he didn't save. But it happens to any building he goes to.

Awww, that's really odd! How did that happen?
Anyway, I'll be resetting soon. Being stuck in a town with the exact same villagers forever does not sound fun
