I restarted my island and didn’t get the hedge recipe or redd

Hi, I unlocked Isabelle and the town hall and it’s still nature week but I didn’t get the hedge recipe from Tom nook. Is it only unlocked after kk slider comes? Also Isabelle never mentioned any sketchy characters and blathers didn’t talk about donating art. With the museum I heard that you need a certain amount of donations but I haven’t heard anyone talking about the hedge recipe.

The hedge you unlock after doing a nook+ nature milestone then talk to Tom nook and you need to donate 60 items to unlock Redd
