I only have 8 villagers?

Okay, so I've had my current town for almost a week and only 8 villagers have moved in. I've been time travelling a little so I can get my town development permit so I should at least have 9 villagers. And on top of all that, one of my villagers, Mac, is moving out on the 26th (I think?).
Does anyone what and why this is happening?
not that 8 villagers is a bad thing, more space for PWPs I guess
I also have another character but she shouldn't really affect anything

Is it possible you skipped someone on your villager list, or missed a house?

definitely not, I just recounted and it's still 8.
it could be my second character but I don't really see how

Hm. Your characters don't affect the population in the sense of amount of villagers required for move-outs.

Not sure what, then.

nahh you're just having bad luck.

My town only has 7 or 8 villagers, and I haven't had anyone move in for about 2 weeks

If you visit a bunch of towns you may gain some villagers.
But if you just don't get any new villagers, that just means you can wait and ask the ones you want to move in from the campsite or another town!

I have 9, if I had 8 or 7 my life would be easier, I can buy several of my dreamies instead of deciding which one I want to put into my village. Then if I have one dreamies and another comes along say in my campsite maybe then :[ I'm screwed.
