I need help designing my town!

I don't have idea where should I put the Police Station, and almost all the PWP! My town is a mess! I want to use a japanese theme (I know, is overused).

ok so I am in your town right now and I think I have found a spot for you but you would have to move some flowers(save the hybrids) and the best place that i could find was the field near your house on the right hand side where there is a cheery tree and lychee tree somewhere in that area would be perfect as you already have two cherry trees across the way and I don't know if you have another lychee's tree but you could re plant one after your done. It will take a bit of work clear out flowers first but I think it would be in a good spot. its right by a path too I don't know what other PWP you have but what would help is if you organized your flowers better so that you have more room to put in more pwp's. that would be a huge change a much more organized look to a nice clean and crisp zen look.

btw overall I did like your town its just needs a bit overhauling on the flowers, more organized look to it..

Actually I wanted to put the Zen Garden in that spot.

The Hot Spring looks ok? I don't have idea :/
