no but in all honesty, i think it's the villager's father. i mean i know they exist in :NL because i've received a total of like one letter from my father on Christmas talking about dressing up as Santa. so it's probably him continuing that odd outfit get up for us one last time.

Well there are ones that look like food. .....so yeah
that's incredibly terrifying to think about given the fact that the majority of the animals in the game are of pretty short stature.. imagine that every villager you've ever come into contact with are tiny little gnome people playing elaborate pranks on you in order to get you to preform repetitive mediocre tasks for them..
i'm uncomfortable.

Well, according to TV Tropes, anyway... it says on there that if you talk to her at the Roost after Bunny Day is over, she'll talk about how much she hates that Tortimer makes her wear that costume every year ^^; I'm guessing that was on City Folk? I haven't played it, so I wouldn't know ^^; But then how do you explain it in New Leaf...

It's definitely someone in a costume because his name is ZIPPER T Bunny. I also think it's Phyllis because Zipper has purple eyelids and they both hate their jobs.

Zipper's very cranky, so I don't think it's Tortimer. He's old, but he's actually very nice. It can't be Tom Nook because he's working in his office while Bunny Day is happening. I never thought about Phyllis, but that makes the most sense. Who else is as cranky as Phyllis? LOL
