So it's like 4pm right now in my town and I wanna sell a villager but the buyer can't get in tell tomorrow. If I tt back to like 8am will the villager still be there
 
If you time travel to 8am on the current moving day, the villager will still be there.
 
Yes. Although I rather just time travel to when they're awake, around 11am so it won't be too risky. It might be anything after 6am though.
 
Moving backwards still counts as time. I'm not sure at what time villagers decide to leave if they haven't been grabbed. Like hm.. Say Alice is moving out, does she officially leave at 12:00 AM? If so, moving back to 8am won't actually give you more time it might force her to leave sooner.

That ony works when you pass a day. Not hours.
 
I've done it with Rolf before - I kept him in my town for nearly 2 days in real time by constantly TTing backwards to the morning (10 AM) of his packing day. Just as long as you don't TT to the next day or the previous day, you're good and the villager will still be there. Also, don't TT backwards before 6 AM on his packing day.
