I read somewhere (or I think I read somewhere) that the latest villager to move in will not move out until another one has moved out. Is that true?

Yes. The most recent villager cannot ping you to move until they aren't the most recent villager. That's how I've understood it.

I learned this the hard way when Gabi moved in from someone's void and I couldn't get her out for the life of me. Finally I looked into it and people said the latest/10th villager will never move out.

I actually didn't know this, no wonder I've had trouble moving out recent move-ins.

Although, I've heard some people say that the last villager in can move out without a new villager moving in.
