I already have all the slingshots (normal/silver/gold) and I saw a silver balloon go by, shot it down, and it was a second silver slingshot. I double checked my storage to make sure I wasn't mistaken and yup, there's two of them. I didn't know this could happen? Is it a glitch?

You can get doubles of most silver tools. I beleive you can only get one silver watering can, though.
Also, there is a chance to find more than one gold slingshot.

I play since release and my main player character only got one gold slingshot ever. The silver slingshot keeps appearing endlessly.

I've gotten about 15 silver slingshots, and still not a single gold! Diving me crazy.
I actually got my gold slingshot before I got either of my silver ones, if that makes any sense... since it takes the same amount of balloons to get each I think it's just a coin toss which one will show up. But it's really not that much better than the silver slingshot, if you're reasonably good at aiming you can hit down anything with the silver anyway. :3
