How do you know if an offer is fair to your item or not? How do you determine whether it is a fair price in exchange for your item? It's just all so confusing for me how everything is priced!!
 
lots of researching. I have a hard time with it too. what I usually do is look on re-tail and reddit. but sometimes is quite a headache ):
 
I usually search the item's name and base my price from how much people sold/buy it in the past. If you don't think the price is fair for you, you csn refrain from buying/decline the price.
 
Normally I search for the item and compare it to other prices.

Here's a suggestion.
If its a normal orderable item, normally between 10k - 100k, 3 - 5 tbt bells.
If its a DLC orderable item, normally between 10k - 50k - 300k, 3 - 5 tbt bells.
If its a normal unorderable item, 100k - 500k, 30 - 50 tbt bells
If its a DLC unorderable item, 300k - 500k - 800k - 1 million, 50 tbt bells
If its a villager's pic, 100k - 300k, 10 - 20 - 50 tbt bells
If its art, 100k - 300k - 500k - 1 million, 10 - 20 - 50 tbt bells
If its a hybird, 100k - 300k, 5 tbt bells

A little while ago I was wondering how many 100 TBT were worth in IGB. Luckily, on this site there are a lot of friendly people that are willing to help you out. There were several people who told me prices and they were all about the same.

So you can always ask on this site for specific things and there will always be people willing to help you out !

The list above is really helpful though!

I do a search on the Re-Tail board and look at what people have offered for the item recently. Sometimes I have a decent idea of how much something is worth and just check in case it has changed as well. :)
 
For some items, there are guides on suggested or recent prices. If you can't find your item in those or if you suspect it's not updated, you can search the forum for the item's name and see how much people sell and buy it for.
 
It will take a little while, but eventually you'll get comfortable in deciding prices. I started out doing what everyone else has said, researching the same/similar items and going off of that. Also, most people are very glad to help you in determining if a price is fair or not :D
