I've read on here and it has been my experience that they ask to move when your friendship with them is good.
Be nice to her, write her letters, send her gifts. She'll ask to move eventually.

Mathilda took forever to move out of my town too. I tried the ignoring method and didn't talk to her straight for almost a month. That didn't work. :\ So I gave up, caved in, and decided to be nice to her. (Within two weeks, she finally pinged me to leave. By then, incidentally, I felt a little sad seeing her go.)
My advice? Be friendly to her. There's been ample discussion that villagers are more prone to pinging you to move if you've reached a certain level of friendship with them. Marina (who probably has the highest level of friendship in my town) pings me every now and then to leave.

Make friends with them, even you loathed them so badly. I make friends with Clay and talked to him alot, but the next day he ping me about moving out.
Also, I heard about if you ignore them/did not make friends, even when they nudge you about moving out, they might have change their mind when you agree with it, because they still hope to be a better friend with you.
