I was resetting for my campsite and I found a random house plot for marshal and I reset again because it was in a bad place now it's gone and I am confused of why or how that happened I have 8 villagers if that helps idk

When you have 8 villagers, you'll still get a random move in. 9 is the max amount of villagers the game will force on you, and the 10th comes from the campsite or adoption from other town.
So the Marshal plot you saw was a random move in, and it went away because you were resetting the campsite, which is the same method used to plot reset for villagers.

to add on to stitched's post, it also prioritizes by missing personalities. if youre missing a smug, then that would be most likely why marshal popped up. if you have all of the personalities, however, then its just pure rng. it also doesnt move in a personality that you just moved out, so if you moved out a peppy it would not move one in.

while it will prioritize smugs, you still have the chance to get all of the other personalities except for the one you moved out last. so youre looking at a 1/200-some chance, i think? depending on which personality it was. campsite is worse though since thats a 1/332 chance (or however many villagers there are). so while you can reset, it may take you a long while >:

The good thing is since you're at 8 villagers and don't have a smug you may be able to get him again if you keep resetting!

There are a lot less smug villagers than the other personality types, so if you keep at it, you'll have Marshal in no time
