How to you get more people into your town?

There's a lot of sign posts and spots where more people could come in. Im just wondering how to get them in my town. Do I have to improve my town or what?

it is 10 neighbors and 4 players. Those signs around town is where neighbor houses can be planted

also all those signs will never be filled up. They are just so when one animal moves out it demolishes that house and puts another one somewhere else. I guess it is to keep the town looking fresh.
