How to start a cycle town

So I have another game and I don't have any of the villagers I'd like to have in my town. I was thinking of starting a cycle town in order to get my dreamies faster than searching the trading threads.

How do I go about starting a thread? I wanna help people get their dreamies along the way!

Is there a specific way to time travel?

Also with the cycling method the villager that wants to move will ping you when you add a year
for example you first villager wants to move on
aug 15th 2016
tt back to
aug 10 2015
and when you tt 1 year forard the villager that wants to move will ping you
(aug 10 2016)

then you can save some dreamies that you want to keep in your town a little longer for any reason
