how to plot reset?

Ive heard ppl talking about it but i have a few questions

if a villager moved out, what day will the next villager move in? a day later or two days?

and How do i change the time to 6 PM the next day IF I cant get on my mayor? ppl said i must not go on my mayor character to plot reset, so how then can i change the time? If i change it on my 3DS it doesnt apply in the game settings ive tried..

You don't need to change the time. I never do and plot resetting works for me. If you even think you might be getting a new villager do NOT log on with your Mayor. Create a new character instead and search your town for a plot. If you don't like where the plot is, or who it is, then close your game without saving and try again.

Villagers will move in on their own via Nook's plots when you have 8 or less living in your town. After a villager moves out, a new villager is guaranteed to move in within a week, although not neccessarily before then. You will definitely get a random plot on the seventh day, though.

As for the time settings, I'm guessing when you started your save file you answered "no" when Rover asked if the time was correct, and as a result, your game time is out of sync with your DS time.
