How to not get villagers to move into random spots?

So I always plot set my villages but that takes a long time to get them just right. I heard that after the update though, of you set out paths, they won't move on top of them? This was not the case before. Is this true or a rumor? I'd like to know before I go around setting the whole town with paths.
 
Is it true about the paths. When I restarted a new town, I put paths -everywhere- except where I wanted the houses to go. Works like a charm.
 
It's true, they don't move over paths now. The only exception is if you completely cover your town in patterns without leaving any empty space - that happened in my spare town and the villager moved into a random spot!
 
It"s true. My town is full of paths and only certain spots are designated for villagers to live. I still plot reset though, because sometimes I inadvertently create a space big enough for a house to be placed in a spot where I don't want it to be. It's time consuming to cover the entire town with paths, but it's worth it in the end to not have a random villager living in front of your plaza or in front of your town hall.
