How to make a villager leave?

I'm using the safety net method, but it's not working, and I'm not trying the 2 forward 2 back method. What should I do? I've TTd 3+ in game months! AND NO LUCK. Someone please tell me what the heck is going on.

Well, I know that pushing them into pitfalls and not fulfilling their requests will decrease their friendship level towards you. Alas, I have the same issue and can't get 2-3 of my villagers to pack up and leave either.
