How to Keep Villagers from Moving When You Don't Play Every Day?

If you take your AC:NL game cartridge out of your 3DS, villagers still seem to move once you put it back in. But sometimes I just don't have the time to play AC:NL every day/every few days/what-have-you. So I was wondering, is there any way to keep villagers from moving away if you aren't going to be playing AC:NL for a long time?

Stop someone from moving the same day you want to stop playing. Nobody will move out of your town for an indefinite amount of time, as long as you do not boot up your game since the date you stopped someone from moving.

Yup that's exactly what I do and I haven't played for about 3 months now.
