I would like to share with everyone the most efficient way to get the unwanted villager/s out from your town. I am not sure if anyone shared this before(because all the TT ways i found on internet are TT 2days onwards and 2 days backwards such things..i have tried them but they?re too slow for me..), anyway, i think i should write this down at least for my own records because this is after my numerous times? tests and i am very pleased with the results. 
first, make sure you are fine with the following:
1. DO NOT mind Time Travelling
(in this case, we are not going to TT just a few days onwards or backwards, most times we do monthly TT)
2. you have TIME and PATIENCE

3. DO NOT mind the crazy weeds and flowers grow around your town
(even after you adjusting you town under the beautiful ordinance, they will not stop growing but weeds would be much less than those grow under other ordinances)
ok, step by step:
1. find the special date: the special date is a day when a villager said he/she wanted to move, which means it could be any date as long as a villager ping you and personally told you he/she will leave. (it doesn?t matte which villager submitted that.) And then you should reject him/her.(I am not sure if this method still works in an opposite situation that you agreed the leaving at first. i am sorry i haven?t tried yet?)
2. TT: the villager will definitely stay after you said ?don?t go?. Then you save, starts TT: TT to next month, with the same day. for example, today (13/6/2014) Bon Bon told me she wanted to leave and i said No way, then i save the game, TT to 13/7/2014. please keep this in mind that Do Not touch the Day. even it would be impossible to remain the same day some times, like you have to TT from 31/5/2014 to next month while there?s no 31/6/2014, IT?S OK, you only need to do is adjusting the month, it will automatically turn into 30/6/2014. Believe me, it still works.
3. Talking: Since it?s been 1 month later, obviously no one would talk to you spontaneously(no one would ping you) when you walk around your town after log in. But I am pretty sure that one of your villager planned to move out on that day.(i have tried no less than 50 times, it seems that villagers always come up with the idea of leaving at the same day in different months). All you have to do is talking to the ones outside, and no need to say too much words, they will say ?i thought you moved out?? ?you finally back ?? then no talking options for you, because you are unfamiliar to them now, but that is exactly what i want because i dun wanna waste more time on helping them to pass stuffs or petitions etc.BTW, if there?s any celebration or event on that day, it?s waste of time to talk to them during the event, just adjust time skip to the end of event.(it?s ok to just do a bit TT during the same day)
OK, this step?s meaning is to be familiar with the villagers so that they would ping you next time you log in. Maybe you will figure that it would be safer and more reliable to talk to all of them including the ones at home or on the street, indeed, it is, but refer to my experience, the ones outside have larger possibility to think about move. (among around 50-60 times tests, i always only talk to the villagers outside and only less than 5 times that the moving villager is not one of them which made me to repeat this step again)
4. check who?s moving:Then save and quit, and log in again(no need to TT at this step). Walk around the village, one villager will ping you and tell you about his/her moving. If that is the villager you hate, then you?re lucky that finish this one time. If he/she is not the one, then you need to repeat step 2 to step 4.(how long it would take to the specific villager asking leaving is totally random, it took me 20 times to let Benjamin finally prompt me about leaving, i think that?s the longest? but believe me everyone in your town will eventually come up with the idea of moving, but the turns are totally depend on your luck)
If you want multiple villagers to move, my way is a bit stubborn, which is to repeat the step 1 to 4.
