How to get the secret storeroom?

I just started a new town and I don't have the option to get the secret storage. Is there a requirement? I was able to get it in my other town when the update released, but my mayor's house is fully upgraded. Is that why? Do I need to have a fully upgraded house?... Cuz if so, that really sucks considering I barely have any money but really need the space. C'mon, Tom Nook.

Basement isn't required, only 2nd floor. Pay it off and Nook will make SS an expansion option.

Thank you for the replies! He finally gave me the option after adding the second floor. Phew, thought I had to expand out the house o.o

Does the 2nd floor have to be fully expanded? Because I'm not getting he option with the second floor

No it just needs to be fully paid off.

You just got to have the second floor then the option to purchase the secret storeroom will be available. I've done it to all of my three characters so I'm sure that is the condition.
