How to get pwp request?

I've been trying for ever to get the bus stop from hazel but she wont request it, is there any way to speed up the process?

I always get a timer and a wetsuit, set the timer for 5 minutes and go out as far into the ocean until the timer goes off, then run back up to a villager. They'll ping you, but there's no guarantee that it'll be a PWP suggestion.

I agree with RibbonFinale. But since you want the request from Hazel when you go back try to not walk around other villages other than her hoping she might ping you. Then again uchi villagers take forever to request a pwp. I don't do the swimming trick anymore. I just play for long hours and walk constantly around my villagers and they end up requesting one.
