How to Get Isabelle's Island Star Rating

So I just unlocked the town hall today, and therefore Isabelle. However, when I talk to her, she only asks about town tune/flag. I'm assuming I have to wait another day, but I'm wondering if there's something else I have to do first?

Talk to Tom Nook first, and do his tasks. Eventually, he'll ask you to get the Island rating to 3 stars, then you can talk to Isabelle about how to achieve that goal.
