How to get Balloons?

I'm just wondering. How I got them!? The only time I have is when I went to my boyfriend's house with his ds. I've gotten other streetpass houses, only my boyfriend's character gave me balloons and pinwheels XD How do I get the other streetpass players to give them to me XD

You have to streetpass the same person at least twice to receive gifts from them. Here's a list of the items, and how many times you need to pass them to get a specific gift, quoted from the ACNL Wiki:

First time: Nothing
Second time: balloon
Third time: balloon
Fourth time: pinwheel
Fifth time: bunny balloon
Sixth time: bubble wand
Seventh time: heart balloon
Eighth time: ice cream
Ninth time: soft-serve ice cream
Tenth time: tweeter
More than ten times: Random item listed above
