How to begin unlocking PWP's?

I started a nw town a little while ago, and i still havent begun unlocking PWP's. ive already built a new bridge, and unlcoked the island ect ect, (ive maybe played for two weeks game time) and ive started befriending some of the villagers (basically just talking to them several times a day) but im wondering when the pwp's will star being requested? How high does the friendship level have to be, and how long does your town have to be open for? thank you

Google the diving trick, but in general it is just pure random. Some people have luck and some don't with how many requests they get

Try putting in a PWP and just donate a few bells. I put a PWP after a villager moved out so another one could move there.
Donated a few bells and got the lighthouse request. At the time I only had PWP to protect my bridge, water fountain and a garbage can.
Got my last scorpion and put in the Caf? yesterday. While putting a pathway to the train station a villager ran up and asked for a police station. Early on a villager asked for the Fairytale bridge after I put in a streetlight.

The diving trick or going in a part of your town where the villagers can't see you works most of the time. In one of my towns the diving trick never worked. Instead I just went and watered plants or harvested perfect fruit. The villager ran up, requested on and than took off. A couple of time I was holding a axe so I don't blame them.
