How should I cycle for Wolfgang?

My bae Wolfgang moved out (he gave me his photo :,(.) and I want to start cycling today. I want to be super safe not to move any other dreamies out. Any tips on how to do it? Thanks!

Here's an explanation on cycling and the sixteen villager cycle. You can skip down to the section. Nothing will happen to your flowers if you have the Beautiful Town Ordinance. Nothing will happen to your trees period.

for me, it was VERY HARD for me to get the last villager in my old town to move out. through four months of time traveling, she never requested to move, but all nine of my other villagers did, leading me to believe that it's impossible for the last villager to move in to move out. i've heard people say that it is possible but it's very hard, so i think you may have to let one of your other dreamies move in order to start the 16 villager cycle
