I have been in the river for an hour trying to get one and only manage to get pale chubs and bitterlings..... ):
 
I think you can only catchem before noon?
 
It's fairly rare. Available all year from 9 am to 4 pm. Keep fishing the river during that time for the tiny-sized shadow.
