How rare is the Island's treasure chest?

So, I just visited my island for the first time today and the treasure chest is the special item. If it is rare, should I be using my medals to buy a couple of these or open my gates for people to come buy?

I've seen it a few times myself while never seeing a silver axe so maybe medium rarity? Could just be me though, it's pretty random.

Good to know. I am still searching for a silver axe as well.
