How much TBT/ IG bells would it cost for someone to hold two villagers? I really want to restart my game but I don't want to lose Francine or Tia because I just got them. I would really only need someone to hold them for about half-an hour?

I am not sure anyone here can guarantee holding them for only 1/2 hour. You may be better off purchasing them after resetting. If they are held somewhere else and you reset, you will not have your "old" relationship with them anyhow.
