Yes, he usually buys items at a fraction of what they originally are appraised for. I can't remember the fraction on the top of my head though...

Edit:
Checked a guide, he buys items for 1/4 of their original price.

Which means that a Crown would be worth 1,200,000 Bells. However, certain items have been having a decline in their worth.
