How many spaces between a project and a rock?

There's a rock in the way, and I'm planning on putting a bench next to it. Is it 1 space or 2 spaces between a project and rock?

I think there can be 1 space between the project in its finished form and a rock. It might depend on the project, but I managed to put the police station in my old town one space from a rock, so that I could lean up against it (and one or two holes) when hitting the rock.

I actually meant 2 spaces between public works and buildings.

It can be 1 space between public work and rocks.
