Do you mean you aren’t finding ANY or that you’re not finding ones you like? If you’re not finding ANY at all, make sure you have open plots of land. Talk to Nook about selling land and set them upSweet! Hopefully I'll get it done in a week or so, though I haven't found any villagers on those nook mile islands, I wonder if the campsite has affected the chances :S
I think the biggest factor is easily the inclines/bridges. I decorated my entire island with DIY projects, but it was only 1 star. Then, I slowly started adding bridges/inclines, and that alone bumped it up to 3 stars eventually.
Not that DIYs don't contribute, I just think that to hit 2 stars, you need to have X amount of DIYs AND X amount of inclines/bridges. Or something like that.

I went from one to three stars quickly once I had a bridge / incline and 8-9 villagers.
It also helps to have a decent amount of furniture placed around town (e.g.: Nook Miles PWPs, actual furniture), trees, and flowers. I had a few loose items scattered about with my Bunny Day shenanigans which dropped my rating to two. It stabilized once I picked it all up. If you know you have a few things laying around, put them in your storage instead.![]()
