How early can villagers start requesting PWPs?

I pretty much got 100% mayor approval last night and have been putting in PWPs while I move in my dreamies, since I have a fair amount of the different personalities, I'd like to start having them request PWPs, can I do the PWP trick even though I've pretty much kust gotten the availability to start building them?

As long as you can build them, villagers can request them.

as soon as you get 100% rating the next day after you talk to Isabelle about PWP and ordinances etc. I believe they start requesting them. there's a trick...well not really a trick but disappear for like 5 minutes and make sure no villager sees you. I like to do that after 12pm when all the villagers are awake....like go to the beach and fish or dive and then walk around town someone will ping you for something and sometimes it's a pwp. Awesome, I was only curious as someone told me it was a little while after you got the permit (like a couple of weeks).
