How does your tenth villager slot get filled?

Is it just via campsite? Or is there another method? Follow up question: If the tenth slot did get filled how long is it till another leaves?

They can move by campsite, you asking someone to move in from another town, or a random move in.

Also if you visit another town that had a "voided" villager, or streetpass someone with a voided villager, they can move in.

streetpass, campsite, asking to move in from another town, visiting someone's town via wifi.. i have 10 villagers and someone asks to move every 2-4 days usually.
