i lost marshal and i want to get him back with the cycle, but how do i do it and what exactly does it mean? do 16 villagers have to move in or move out? if anyone has advice too that would be great, thank you xo

You pretty much nailed it.
You have to have 16 villagers move out of town before the villager you want will be able to move back in since the game will forget they existed at all.
However, I'm not entirely sure if they have to move in after that villager left. I got through mine faster by letting go of villagers I already had(I kept count). Has anyone tested this?
