How does selling your town work?

Hi guys,
In 2020 I sold my NL town for a fresh start to tom nook for 16.5 million bells and I chose to keep my in game catalogue, however I have a few questions about how it works.
1. My catalogue differs from player to player. For example, my mayor has access to seemingly everything in the catalogue, however for my other character only 50% of the catalogue is there for some reason. Is this normal?
2. The amount of bells in my ABD differs from my other player's, and I don't seem to have the full amount.
