how does one give someone a villager?

i don't get how a mayor can give another mayor a villager, it makes no sense to me, could someone explain the whole proccess? just curious incase i engage in buying a villager on here.​

I've purchased multiple villagers on here, what mainly happens is they have a villager and time travel until said villager is in "boxes" which means that they next day they will no longer be in their town tomorrow. You will visit their town and talk to the villager in boxes and they'll say something like "I don't know where I am headed!" you offer them to move to your town and ta daaa the next day a fence marking their house will be up in your town!
