How do you plan your towns?

I'm thinking of starting my third town, but am looking for advice on how to plan it. My first town is very organic, villager houses are just wherever they spawned with paths built around it. It works for me because this was when acnl first came out, and im attached to it. My second town has a lot of my dream villagers, and a more formal path and theme, but I am running into the issue of not having the PWPs I want, and Im running out of space to breed flowers.

I'm looking to start town #3 in the near future, and was wondering how you guys planned (or didnt) your town.
 
i don't plan my towns as much as i could but i try to use the story that i am pretending to help

with my new-ish town, i have my spaces planned for my neighborhoods and stuff and am now focusing on how i want to move through my town. when i play i need to be able to move smoothly from one place to another or else i get frustrated because i do not have good motor skills so i just bump into everything, so i arrange things based on how i want to get around my town more than anything else. then i try and use my story to build the rest of my town. poppy, one of my residents, is a hobbit so she wants to garden and smoke and make friends with her neighbors, so she has tree stumps for mushrooms and a flower patch outside her house that gets into the rest of the neighborhood. danny is best friends with mac and daisy so there are quick paths to both of their houses from her house and she might want illuminated hearts and a picnic blanket nearby them. danny also loves shopping, so she needs a fast way to get to the shops and she might want to have the video screen like a drive in so she can go on little dates near the plaza and the cliff, that sort of thing :)
